Caer Cadwen is an ancient castle to the north of Viridumar. It is traditionally the capital of Effernath Province, one of the six Imperial provinces of Viridstan. The current Padishah ruling from Caer Cadwen is Shah Satyrbis Orcuz, a close confidant of the Emperor, whose personal estates are also located in Effernath Province and are carefully overseen in his absence by Shah Orcuz.
Caer Cadwen is a military fortress first and foremost. Most of the people associated with the Padishah’s government live within the fortress, with little more than a small village outside the great walls. The fortress is said to be austere and stark, but the Padishah is known to appreciate comfort and luxury, and it is rumored that his solar and personal chambers are even more finely appointed than the Imperial chambers in Viridumar.
Tales of the governance of Effernath Province are mixed. By most accounts the Padishah himself is kind, good, and generous in person, yet occasional news from the province sound like the law is applied by an iron hand, with criminals and dissidents typically being tortured or hanged for even seemingly minor offenses.
